Mar. 1G, 1960 Pocono Mountain principal suggests new vo-ag course 9WIFWATER Lawrence Wile, principal of Pocono Mountain High School, last night described a proposal for a vocational agriculture course in the high school to be started as pilot course. Under a new vocational agriculture act, the stale government would provide a teacher the program and pay 100 per cent of the cost of initiating the course. Wile said that if the school benefits from the course, it can be continued for three more years with fthe government paying all of the cost.

The filth year, the government will pay 76 per cent and the sixth year 50 per cent of the necessary expense. The course would le taught twice week, and Wile said that its instructor could also work as a part-time shop teacher. Wile conceded that while the Pocono Mountain District is not an agricultural district, the course could be adapted to the local economy. He said that such courses as landscaping, golf course maintenance, and horticulture, could be taught under the agricultural program. Dr.

Anthony Bolyn, president of the Pocono Mountain interim committee, gave the administration the authority to act on the matter before the next interim commitete meeting. In other action, a letter from Arthur E. Kitzman, secretary of the Stroudsburg Typographical Union, was read. It requested that the school district refrain from buying World Book Encyclopedia 'and other books printed by the Kmgsport Press In ttie tetter, Kitzman described Kingsport Press as "strike-breakers and so-called rats." Wayne, Pike school districts challenge state authority HARRISBURG (AP) The authority of the state Board of Education to set aside a school reorganization plan approved by the state Council of Basic Education was challenged in Commonwealth Court Tuesday. The proceeding was brought by 14 Wayne County school districts, and one district in Pake County.

Robert R. Rice, attorney for complaining school districts, asked the court to set aside a board adjudication which ordered that the districts be merged into one administrative unit. contended that Wayne County school board members had met the requirements of the 1963 School Reorganization Act by drawing up their own plan based on three administrative units. Deputy state Atty. Gen.

Mitchell Jenkins cited two reasons 'Why he said the state board rejected the three-unit plan. failed to comply with the 4,000 pupil population unit established by the School Reorganiza- tion Act," Jenkins said. "And it did not meet the market value per pupil criteria." It was pointed out that the total pupil population in Wayne County is only 5,411. The county board had established districts of 2,728, 1,202, and 1,481 pupils each, or less tttan the 4,000 minimum fixed by the act. "Size is important," Jenkins told the court.

"The legislature recognized this fact in establishing the 4,000 minimum standard. Studies by education officials have indicated that a larger unit is better able to provMe the comprehensive program of education." Rice argued tht only if a county board "acts arbitrarily can the state board order changes in a reorganization plan." He said the Wayne County board had not acted arbitrarily, and that 'the Council of Basic Education had given unqualified approval to its three-unit plan.
